Environmental Impact Assessment of a current state in Petrohemija, Pancevo

We are implementing legally proscribed procedure for obtaining approval of the impact assessment study on the current state of the environment for a total of 24 plants and facilities at locations in Pancevo and Elemir, and developing studies for facilities and equipment where EIA is required. Among the facilities are hydrochloric acid plant and storage, storages for methanol and ethylene dichloride, expansion of plant for granulation of high density polyethylene, storage of flammable material, storage of hazardous and non-hazardous waste. The project started in April 2013, and the estimated time of completion is mid-December 2013. The project is carried out in a partnership  with Miteco-Knezevac company.

Environmental Impact Assessment for the construction of an exploratory decline at selected location in Jadar Project

For the purpose of sampling the ore body at the selected location, a design of an exploratory decline has been developed. ENVICO has developed a procedure for determining the need for the environmental impact assessment, and obtained the advice of the Ministry of Energy, Development and the Environment, with specified safeguards. Also, based on the internal standards of RT group, ENVICO developed an environmental impact assessment study, including Environmental Management Plan and Monitoring Plan, with implemented measures prescribed by the relevant ministry. The project started in September of 2012, and lasted for 4.5 months.

This Project relates to exports of pharmaceutical and veterinary waste – expired drugs in the amount of approximately 300t from over 30 medical and veterinary centres in Serbia. The waste is collected, packed, stored and exported for incineration. ENVICO provides support in the preparation of regular reports to the EU Delegation in Serbia, checking compliance of activities and fulfillment of other conditions (technical and administrative) to the requirements of the Terms of References and the regulations in Serbia and the EU, preparing technical documentation and advisory in the application of best practices. The Project commenced in March, 2012, and it is anticipated to be finalized within 18 months.

ENVICO has been engaged by Environmental Resources Management (UK) as a  support in the evaluation process of a Serbian agro-industry for  compliance with the EHS requirements, in line with the laws of Serbia and the World Bank policies. Compliance was assessed in grain mills and silos, sugar plants, farms and meat processing industry. The project was implemented in April 2013.

Application for Integrated Pollution Prevention and Control (IPPC) permit for waste management industry

For the purpose of Porr-Werner&Weber and their complience with regulations, ENVICO has been engaged in the application procedure for obtaining Integrated Pollution Prevention and Control (IPPC) permit for two sanitary landfills, in Jagodina and Leskovac. Furthermore, in line with the requirements of the IPPC legislation, ENVICO is developing a Waste Management Plan, a Closure and Aftercare Management Plan, an Environmental Monitoring Plan, an Energy Efficiency Plan for the two facilities, and providing advisory on compliance and application of Best Available Techniques (B.A.T).  In addition, ENVICO is developing an Environmental Impact Assessment Study of as-built state for the regional sanitary landfill Zeljkovac in Leskovac.  Projects started in January 2014 and are expected to be finalized by the end of 2014.

Director and Founder

Vladan Stepanovic has more than 25 years of professional experience in project management in the field of environmental and water engineering. After completing his studies at the Faculty of Civil Engineering at the Hydraulic Department, Belgrade university,  in 1986, he worked as a chief engineer and then as a project manager, and participated in the development of main designs, planning, tender documents, site management, technical and financial procedures, and infrastructure construction administration. In 2001 he joined FIDECO, the consulting company, where he worked in Serbia and in Montenegro as Director of Water and Environmental Sector, and later as a Deputy Director he managed number of projects funded by international financial institutions. In this period he collaborated with local authorities and utility companies on implementation of local and international standards and regulations, tendering procedures, preparation and evaluation of tender documents, contract management, and was responsible for coordination and monitoring of projects implementation, in the field of environment and water management. After FIDECO merged with TAHAL, Israeli corporation, he worked as a Deputy General Manager responsible for business development, and continued to manage environmental and water management projects, including design and supervision of construction of industrial waste landfills, and drinking and waste water processing plants. In this period, he worked mostly with private companies, mainly industrial. In 2011 he founded ENVICO, a consulting company,  where he works as a director.

Jasminka Mikalački, MSc

Deputy Director and Partner

Jasminka Mikalački has over 30 years of professional experience in the field of environmental protection, nature conservation and project management.

After graduation at the Faculty of Natural Sciences and Mathematics at University of Belgrade, Department of Biology in 1983, she then worked as an associate in the Department of Genetics, Institute of Biological Research. After postgraduate studies in ecology she worked as an advisor to the director of the Institute for Nature Conservation of Serbia, where since 1994 she participated or was head of a number of national and international projects on biodiversity conservation and protection of natural resources.

In 2003 she joined the consulting company FIDECO, first as an associate and then as Head of the environmental sector, working in Serbia and in Montenegro on projects funded by international financial institutions. During this period she worked with state and local governments and public enterprises on the implementation of national and international standards and regulations in environmental protection. She organized and participated as a trainer in a number of workshops for state and local governments, utilities and industries in the field of waste management and the implementation of laws in the field of environmental protection, especially in the area of integrated pollution prevention and control (IPPC). From February 2009 to October 2011, she held the position of the Director of Environmental Department in the cement plant Holcim (Serbia) in Popovac, where she was responsible for day-to-day waste management, emissions control, process and waste water quality, environmental monitoring and reporting and implementation of standards.

In November 2011 she joined ENVICO, where she works as a  Deputy Director responsible for business development.
